0 capacity normalize goes to 0 #66

When normalising the data for a 0 capacity GSP. If the forecast is 0, make sure the value goes to 0.

This is to unsure the results dont sue 100% for these unimportant GSP issues

Deployed in api 0.2.11

GSP 338 has 0 capacity and all normalized values are now 0
