Upgrades to datamodel #76

Thanks to Adil Khan for talking these through

  1. Add table for history of PV installed capacity
  2. Add table for history of GSP installed capacity
  3. Add history of input data last updated
  4. Look into triggers that update when certain values are updated
  5. For distinct data, think abou having a 'modified_utc' column for updating when it was last modified
  6. Look what rm_mode is in Location
  7. Move GSP Yield regime into seperate table
