Add measurements of air quality #200

Detailed Description

Polution, water vapour, aerosols, etc. all affect the passage of sunlight through the atmosphere. Aerosols are mostly (completely?) invisible to EUMETSAT SEVIRI. So it'd be great to include on-the-ground measurements of air quality (especially if we can get a live feed, to use these during inference)

If I remember correctly, polution can change PV power output by something like up to 15%, so it's significant.

A few data sources are listed here

For OCF's solar PV nowcasting NIA project WP1, this is probably a "nice to have" rather than "essential".
