Build a site torch dataset

Keep config simple white "Site"
build torch dataset
reuse any code from torch dataset for uk regional torch dataset
Need to think a bit carefully about multiple sites with different valid data e.g site 1 might go from 2021-to 2023 but site 2 goes from 2022 to 2023.

I think ill try to use "site" not "sites" where possible. Similar to where we use gsp, not gsps

We have used "system_id" in the past, I think I want to try to use "site_id" and it make its very clear its a site
