first try and ruvnl data consumer #412

Description

Run RUVNL dataconsumer,

Add service using nwp_consumer to reduece duplciate code
add dag
upgraded postgres to 15.5, as thats what the inidia database is already.

Follows from https://github.com/openclimatefix/ruvnl-consumer-app/pull/1
