update api and sites api to use eb_app #452

Description

Update api, sites api and analysis dashbaord to use eb_app

We need to also update Cloudflare and Vercel

Note there is also about 5 minutes of downtime due to elastic beanstalk app being destroyed, and being built again.

Fixes #444
