Description

add satellite bucket (done in #588)
add satellite consumer (values added manully to AWS)
add read access to satellite bucket for forecast
add satellite secret
add airflow dag to trigger satellite consumer

Helps with https://github.com/openclimatefix/Satip/issues/279
