Description

Add satellite consumer

add satellite bucket (done in #592 )
add satellite consumer
add read access to satellite bucket for forecast
add satellite secret (values added manully to AWS)
add airflow dag to trigger satellite consumer

Helps with https://github.com/openclimatefix/Satip/issues/279
