Center title and badges #10

Left it in a PR so its a bit easier to see the changes to the README code and the output rendering, in order to help determine whether its wanted.

I personally feel that because of the number of badges we are including, this looks a little clunkier than it did in the nwp-consumer?

yea, although there will be 2 less than there are at th moment. We'll only pick 1 out 3 of the traffic light one.
