PR for issue #56 Add validation on Location object

Description

• Added validation for the Location object under ocf_datapipes/utils/consts.py
• Added another optional coordinate_system named lat_lon
• Added respective tests for the Location object's validator under tests/utils/test_constants.py

Fixes #56

Following tests were added

• make a valid default (osgb) object

• make a valid osgb object

• make a valid lat/lon object

• make invalid osgb x object

• make invalid osgb y object

• make invalid lat_lon x object

• make invalid lat_lon y object

• make invalid coordinate_system

No data processing will be affected by this test.
