Description

Patch for hardcoded time resolution of NWP data: changed to getting values from config file
merra2 loader fixed to return xr.DataArray
Added documentation on NWP data loaders
Fixed type hints for ECMWF and EXCARTA providers
Added tests from ECMWF and merra2 to check they are loaded as xr.DataArrays

Fixes #308

How Has This Been Tested?

Ran save_batches.py to check that batches are created with the right time resolution
