fix github actions for publishing forecasts

As of 9:44am, pytest in CI is still running (17mins)

@zakwatts, ysorry i wasnt fixing pytest CI, just fixing the publish CI - https://github.com/openclimatefix/open-source-quartz-solar-forecast/actions/runs/12006869811/job/33466298353
