Detailed Description

Instead of checking each site if the user has access to them, would be good to check it all at once

Context

need to check user has access to the sites when pulling all forecasts

Possible Implementation

https://github.com/openclimatefix/pv-site-api/blob/main/pv_site_api/main.py#L319 - upgrade this, to call just once function and one SQL call
