Detailed Description

If 0% of the forecast work, then make sure the an error is made

Context

in airflow its useful to see if all forecasts have failed
dont want to error if only 1 forecast fails

Possible Implementation

add something here - https://github.com/openclimatefix/pv-site-production/blob/main/forecast-inference/forecast_inference/app.py#L220
if num_successes==0: raise Error('All forecasts failed')
