Update model to handle tilt and orientation, updates python version and other CI fixes #84

Pull Request

Update the model to v0.4.0 to handle tilt and orientation from solar panels.

Also update tests and specific configs.

The embedded pv-site-prediction submodule which was linked to specific commit has been removed and is now a dependency in the pyproject.toml file.

Ci fixes have been performed in PR #83.
