Small issues and tweaks post-Delta view release #342

Some small issues to fix for patch of Delta view release:

  1. When you click on a specific time (in delta line chart) and then use the left & right arrows to move, the map lags one timestep behind the line chart time (and the table below of GSPs) in updating.
