Update to Quartz #362

Detailed Description

We want to update to quartz solar

Context

update to quart solar for Wednesday 7th June
Want to make sure nowcasting still works, and later turn it off

Possible Implementation

[x] Add new quartz API routes on cloudflare
[x] add app.quartz.solar on cloudfalre, also add for development and staging
[x] Auth0 allow new routes callbacks
[x] Change logos on API
[ ] change logs on nowcasting APP
[x] Change logo on Notion Docs @rachel-labri-tipton

Test

Test on both development and production

dev

[ ] does the new Quartz app log in correctly.
[ ] does the new Quartz app work in correctly.
[ ] does the new Quatz app hit the new quartz api route

prod

[ ] does the new Quartz app log in correctly.
[ ] does the new Quartz app work in correctly.
[ ] does the new Quatz app hit the new quartz api route

Later on

[ ] move api users over
[ ] remove app.nowcasting.io
