split forecast/all history and forecast #418

Detailed Description

Load forecast and history in seperate call. This is for gsp/forecast/all Also doing tis for gsp/pvlive/all

Context

the forecastl/all takes about 4 secons at the moment, only 1 second if data is cached.
start_datetime_utc and end_datetime_utc fitlers in gsp/forecast/all and gsp/pvlive/all

Possible Implementation

call now every 5 mins
call forecast every 5 mins
call history once at the start
every 5 mins, move now into history and trim start (perhaps depending on national data)
