Widen data tooltip in profile dropdown menu

Description

The Data tooltip in the profile dropdown menu started looking narrow a few months ago. Something like this:

I've widened the tooltip, updated some of the information, and rounded the edges to match the dropdown menu. In addressing this issue, I also noticed that the forecast information was wrong. As I wasn't sure how many people check there for the latest forecast, I removed it for the moment and added a link to the documentation.

I also rounded the edges for the Help tooltip

Fixes #421

In terms of review:

1. Does the new width/positioning look ok?
2. Should we keep the latest forecast creation time in the tooltip?
3. Is it ok I added the link to the documentation?
4. Should we use this tooltip to say something about the probabilistic forecast?

I ran the code locally.
