Description

Update the readme following renaming of repo, to reflect that this is more of a frontend repo now rather than the "meta-repo" that it may have started as.

N.B. will need to revisit in future to tweak the "overview" sections in second half to be more in relation to Frontend potentially, and give contributors relevant idea of what OCF does, and where the code etc. is.

Have made a new issue (#468) to reword this when we have a bit more of a firm idea around the Quartz brand stuff.
