Feat/add chart zoom to quartz energy

Description

This PR adds a zoom feature to the india-mvp app. I've been able to select the data that needs to be zoomed in on, but I'm having trouble adjusting the x-axis and the data reloads every time the chart is clicked.

Tested by running the code locally.
