Get tests working on CI #24

Detailed Description

There are a few tests that work locally but no t in CI as they need access to a S3.

Possible Implementation

  1. make IAM user and add credients to this repo
  2. https://github.com/openclimatefix/ocf-infrastructure/issues/177
