Detailed Description

add terraform code to run at 15 and 45 pass the hour

Context

Current model doesn't do national that well, so we decided to build a national model

Possible Implementation

part of NIA project
Will need access to s3 bucket - https://github.com/openclimatefix/gradboost_pv/issues/8
Similar to other forecast services,
only runs 15 and 45 mins pass the hour, this is when the new GSP data is available.
need to provide name of dockerfile: https://hub.docker.com/r/openclimatefix/gradboost_pv
