Detailed Description

Good to start using ocf-data-sampler, rather than ocf_datapipes

Context

trying to move away from using torch datapipes

Possible Implementation

upgrade need to remember to

flip y coorindates
adjust sun coordinates between 0 and 1
Standarisation of satellite data
change from (time, channel, x, y) to (time, channel, y, x )
