Blip in forecast #14

On 2023-10-06 around 14.00 the forecast seem to bounce upwards.

a data migration was made at ~14.45 but we dont think this was anything to do with it

Looks like it was the forecast made around 12.50 UTC

Might solve the issue, but might not

add satellite interpolation, incase one timestamp is missing. Limit this to 2 steps of interpolation

Satellite interpolation has now been deployed, Ill close this for the moment, but happy to re open if more appear
