Detailed Description

Currently PVlive is down, and we get errors that PVnet is working. Its to do with not being able to loal capacity_mw of each gsp.

It might be worth just loading the last values in the database and using them

Context

Good to get forcast wokring without PVlive

Possible Implementation

create a ne database read function that just loads the latest gsp capacities values

Would you be able to regrid each variable at a time? Regriding all the variables makes the task on AWS run out of memory. I moved it up from 8GB to 16GB and it still ran out of memoery
