Add Barrier Rounding for CHRR

Please include a short description of enhancement here I merged the feature of log-barrier rounding introduced in the paper "BarrierRound: Log-barrier Rounding for Constraint-based Models". Users can round an input polytope via this rounding by setting toRound to 3.
