Remove testMinimumRequirements

"calculateMinimumRequirement" function is no longer a cobra toolbox function. Here I removed the corresponding test as well, since it response with an error. Please inform me if there exists "calculateMinimumRequirement" function or a new version of it that you intend to add it back to the cobra toolbox, else please merge this pull request.
