Expected behavior

no zypper dup errors

Actual behavior

Installation of arpack-ng-devel-3.8.0-1.4.x86_64 failed: Error: Subprocess failed. Error: RPM failed: Command exited with status 1.

AFAIK no way to test this with github actions. If OK now, can you close this issue?
