Enable free events for unhosted Collectives #3264

User story

As a Collective admin, I want to be able to use Open Collective to host free events even if I haven't set up a fiscal host to receive money yet.

Best solution for this problem

Enable events for unhosted Collectives, but limit them to free tickets only.
