Report spam comments #5762

It would be good if there were a way to report spam Update comments, maybe in this menu?

Part of https://github.com/opencollective/opencollective/issues/2694. It's not only for updates, conversations need this too.

Note that the complex part is not to add this to the menu, but to decide what happens when a spam comment is reported. Some suggestions have been made in https://github.com/opencollective/opencollective/issues/2694.
