Create OCP-Sustainability-Profile #68

OCP Sustainability "Power Telemetry Metrics" workstream has created a Profile to describe the requirements for any managed product to produce power/energy readings and sufficient location and product identification information.

That set of information is necessary to calculate the use-phase carbon footprint (energy consumption) as well as the embodied carbon (by product/SKU lookup).

A guide document will be added to the PR to further explain the use cases.
