[WIP] Orolia art card integration #3

Add support of ART card

This PR is still in work in progress, but this will allow to start discussing some integration issues we need to tackle

Currently implement devices:

PPS
Phasemeter
PHC
Flash
UART

To Do:

Add support for a different flash scheme (ART card base flash address is 0x0)
Discuss the use of ptp_ocp_init_clock
Add mRO50 registers and character device to expose it to userland
