Remove down arrow if there is nothing to expand #84

Hiding down arrow if less than 2 rows of participants & hiding others, showing 3 rows on toggle with scroll.

This is my take on #70, plus moved some stuff around to have it somehow logically in same place. There's an issue: if we get 2 rows of participants, even if second one is not full, it still will show button.
