The background is I want to migrate tests from the CommonTrafficQueues function to a new function that allows QoS parameters to be provided. I've also decided to rethink the name while at it. At first, I mistakenly thought we are naming the forwarding groups, which we are not. We are naming the common QoS queues, so the original "CommonTrafficQueues" was pretty close as is. But decided to go with CommonQoSQueues.
