Update compiled protos that were out of date

The latest version of protoc-gen-go-grpc made some changes to the way it treats whitespaces in a comment.

• (M) packet_link_qualification/packet_link_qualification.proto
  • Fixed whitespaces.
• (M) */.pb.go
  • Rerun ./compile_protos.sh
