pipeline counters model, lookup /next-hop / queue memory reporting proposal #429

Hi OC Team,

This is a issue related to #429. This is a vendor question / suggestion (from Juniper Networks) related to the https://github.com/openconfig/public/blob/master/release/models/platform/openconfig-platform-pipeline-counters.yang

There are more attributes defined in the model similar to ACL utilization:

queue-memory queue-memory-used

lookup-memory lookup-memory-used

nexthop-memory nexthop-memory-used

These may also be represented as multiple objects of different nature, depending on the vendor implementation. Would it make more sense to change them into utilization % value and let vendor do the aggregation function across multiple contributors?
