I'm confused, thought this was an approved OCI method for packaging artifacts and the ORAS spec was still going through the working group process?

Talked about this on the call. There is overall confusion about the status. T maintainers of this repo will add something to the README to clarify and point people in the correct direction (to ORAS and working group).
