Add @amouat as dist-spec maintainer #270

FWIW, I agree with @dmcgowan.

When I offered to become a maintainer, I assumed the group was badly in need of new maintainers. This isn't the case for the distribution spec. I don't see much point in withdrawing, but I just want to make it clear that I won't be offended in the least if this is process is stopped or I'm not added. I still intend to be more engaged with the group going forward.

I also assumed some people that are very engaged with the group were already maintainers. They should be added long before me IMO.
