version: release 1.0.0-rc3 #221

When image-tools was split off from image-spec 1.0.0~rc2, we downgraded the effective version. This caused issues with the Debian package, so we need to bump the version to be later than 1.0.0~rc2 to resolve this issue.

Because this is causing technical issues, I'm going to merge this despite not having the normal vote threshold. As for archiving this project, I guess that will have to wait until I port the validation tools to the umoci repo...

LGTM to meet the 3-LGTM requirement according to GOVERNANCE.md:

For projects that are not specifications, a motion to release MAY be adopted if the tally is at least three LGTMs and no REJECTs, even if three votes does not meet the usual two-thirds quorum.
