We should consider opening this repo to the public for wider feedback, especially from the OCI TDC and dev community.

We've decided to revisit this at our Jan 23rd meeting.

The plan is to discuss this at the next meeting, put it up for a vote and than have the repo ready for RFC love from the official OCI TB!

Note: most people were very supportive of opening up this repo to the public

Added some new files: MAINTAINERS_GUIDE.md, CONTRIBUTING.md and a .pullapprove.yml
