As a passerby, I want to quickly understand what an ATO is #10

We have yet to do user testing (#6) to determine the front-to-back reading time, but my guess is that it will be 10+ minutes. We should add a 30-second version to the homepage. Perhaps it should even aim be understandable by someone who doesn't work in government or technology.
