Run `make build` to adopt latest changes to NIST-800-53 Rev4 from NVD #15

Interestingly, there have been changes to the online document located at https://nvd.nist.gov/static/feeds/xml/sp80053/Rev4/800-53-controls.xml since Dec 9, 2019.

This is simple make build rebuild.

This changes will make tiny bit easier to visualize differences between rev4 and rev5.
