Support extra egress rules. This is useful for environments that have default deny and we need to specify that OpenCost can download pricing data from aws.
Adds support to be able to specify disabledMetrics via metrics-config. This is useful when you only want to emit KSM v2 metrics and need to suppress duplicate metrics.

You might want to separate out the metricsConfig, I think we're probably going to merge https://github.com/opencost/opencost-helm-chart/pull/182

@mattray I'm open to suggestions on the metricsConfig features, but it's different than #182 as this allows one to set disabledMetrics.
