What does this PR change?

Fixes an issue where DBM hosts vs queries not working correctly. This adds support for that and backs it with testing

any DD DBM users should see more sane costs for those services now

How was this PR tested?

tested via integration test harness, see the validator adds to check dbm stuff specifically
