Bug description: The link generated through QR code cannot be opened in incognito mode

Steps to reproduce:

  1. Login to registrar
  2. Scan QR code of any birth or death certificate
  3. Open the link in incognito mode

Actual result: The link generated through QR code cannot be opened in incognito mode

Expected result: Should be also working in incognito mode

We want users to use PWA, but not incognito mode. So not a functional bug but low priority

I'll block this for now as we know QR is going to have to be redesigned. Related https://github.com/opencrvs/opencrvs-core/issues/6758
