Allow field agents to issue certificates #6484

🚀 Feature

A field Agent will see the Ready to Issue workqueue. They can assign and issue certificates in the community.

Motivation

Uganda are using the POC to register refugees. In the camps the certificates will be issued by the Field Agent.

A Registration Agent will visit the camp and hand over the certificates to the Field Agent. They can then issue to the informant.

Decide how this would work with low / no connectivity in phase 2

Longer term, there is a need to provide proof that the Field Agent issued the cert, bulk assign, bulk print

Pitch

Allow countries to configure the Ready to Issue workqueue on/off for Field Agents.

Note. Further improvement would be to toggle on/off based on the type of Field Agent. eg. Health Assistent = off. Community Leader = on

Configuration option with: Custom User and Scopes

Required: Epic: Custom Workqueues. - to create a a workqueue for the FA to see certificates that are ready to print
