Can not Send for approval #7239

Steps

  1. Login as FA
  2. Create declaration -> Send for review
  3. Login as RA
  4. Review
  5. click Send for approval

Expected behavior Should send the document to sent for approval

Actual behavior

Tested on Can be reproduced: https://register.farajaland-dev.opencrvs.org/ Cannot be reproduced: https://register.farajaland-qa.opencrvs.org/

So introduced in 1.6
