When try to update only supporting document from review page then update not working

Bug description: Cannot properly update supporting documents. When try to update only supporting document from review page then update not occuring

Steps to reproduce:

1. Login as RA/Local/ national registrar
2. Go to ready for review workqueue
3. Update supporting document only
4. Click Sent for approval/ Register
5. From record audit page View that record

Actual result: Cannot properly update supporting documents.

• No update action shown in record audit page
• Supporting document not showing when viewed

Expected result:

• should show update modal
• Supporting document should show when viewed

A few questions about this one:

1. Does this also not work when saving a draft and then adding a supporting document? This would be a "high" priority and must be fixed in 1.5.
2. Has update supporting docs ever worked properly? If not, happy for it to go into next release. If genuine regression, it should be fixed in 1.5.

1. This does not occur when a draft is saved and later a supporting doc is added
2. This bug only appears only when you try to update supporting doc without updating any data. If you try to update both data and supporting document, this issue does not arise
3. This is a regression bug, earlier we were able to update supporting document properly. Even in the update modal in history, we could see the update for supporting document
