[ ] Re-introduce the Certificate and Notifications configuration UI
[ ] Just remove the preview button for Certificates - Preview does not work

@SyedaAfrida we need to bring back any deprecated test cases for the above. We know that this still works. @eduffus we were too hasty in removing this as we had no approach for managing notifications and certificate refresh for existing projects such as Niue. My bad for missing the use case.
